DoHS Urges Medicaid Members to Prepare for Upcoming Federal Eligibility Changes

CHARLESTON, W.Va. — The West Virginia Department of Human Services is urging Medicaid members to stay informed as new federal requirements take effect in 2027, including community engagement standards that certain adults must meet to maintain eligibility.

The changes stem from federal legislation and guidance from the Centers for Medicare & Medicaid Services, which will require some Medicaid enrollees to meet work‑ or community‑related participation requirements beginning January 1, 2027.

“Federal law has changed, and our responsibility is to ensure West Virginians have accurate information and understand how these changes may affect them,” said Christy Donohue, commissioner of the Bureau for Medical Services. “We want Medicaid members to know that DoHS is on track to implement these requirements and is working to make the process as simple as possible.”

DoHS said it is preparing well ahead of the deadlines and will continue providing updates to members, providers and community partners. The state remains on schedule to meet two major federal milestones:

  • October 1, 2026 — eligibility changes for certain non‑citizen categories
  • January 1, 2027 — community engagement requirements

To support the transition, the Department is upgrading its eligibility systems to automate verification whenever possible. Officials say the improvements will reduce paperwork, streamline case processing and make it easier for members to comply with new requirements. Electronic data sources will be used to verify information when available, limiting the need for additional documentation.

DoHS has also launched WVMedicaidHelp.org, a dedicated website offering details on the upcoming changes, exemptions, FAQs and future updates as federal guidance evolves. The site will serve as the primary information hub for Medicaid members and their families.

The Department is encouraging Medicaid members to take several steps now:

  • Ensure their mailing address, phone number and email are up to date
  • Read all communications from DoHS regarding eligibility
  • Visit WVMedicaidHelp.org for updates
  • Watch for additional notices about actions required before January 1, 2027
