Governor Morrisey Announces More Than $81 Billion in New West Virginia Investments

WHITE SULPHUR SPRINGS, W.Va. – Governor Patrick Morrisey announced more than $81 billion in new private-sector investment for West Virginia during the West Virginia Chamber of Commerce Annual Meeting and Business Summit at The Greenbrier.

According to the Governor, the latest projects bring the total amount of private-sector investment announced in the state since October 2025 to approximately $96 billion. State officials say those projects are expected to create more than 19,000 jobs across West Virginia.

The largest investment comes from NScale, which has received High Impact Data Center certification from the state. Phase One of the project represents a projected $69.2 billion investment and is expected to support approximately 4,375 construction jobs and 645 permanent positions. The project will require about two gigawatts of power, and state officials say NScale will pay all infrastructure costs associated with the development.

A second major announcement involved Starwood Digital Ventures, which also received High Impact Data Center certification for a new project in Mason County. The company plans to invest $12 billion in West Virginia. The project is expected to require approximately 2.16 gigawatts of power and support around 1,500 jobs. State officials say Starwood will likewise cover the cost of project-related infrastructure.

Governor Morrisey said the investments demonstrate how West Virginia can attract large-scale development while protecting ratepayers and utilizing the state’s energy resources to drive economic growth.

The Governor also highlighted other recent developments, including a $13 million expansion by life sciences company Randox in Jefferson County that is expected to create 100 jobs, as well as American Electric Power’s acquisition of the Longview Power Plant and its commitment to additional power generation investments in West Virginia.

Morrisey said the state continues to market itself as a destination for businesses seeking energy resources, workforce availability, and a business-friendly regulatory environment.
