BLUEFIELD, W.Va. (AP) — A Mercer County man is facing felony strangulation and other charges after police say he assaulted a woman inside a Mineral Street residence earlier this month.
Bluefield Police responded on August 8 for a well‑being check on a man’s daughter who was reportedly staying with Phillip D. Owen, 55. Officers learned Owen had an active arrest warrant, and when they arrived, they heard a man yelling and threatening a woman inside the home.
Police took Owen into custody on the warrant and later discovered the victim had multiple injuries. According to the criminal complaint, the woman told officers Owen had beaten and strangled her and prevented her from leaving.
Owen is charged with felony strangulation, misdemeanor domestic violence, and unlawful restraint. He remains held at Southern Regional Jail on a $13,000 cash‑only bond.
