Charleston, W.Va. – Today, Governor Patrick Morrisey reaffirmed his commitment to the HOPE Scholarship and to universal eligibility during an event held in the Treasurer’s Office at the Capitol Complex, calling the program a cornerstone of expanding opportunity for families across West Virginia.
“When I first ran for office, I made a commitment to the people of West Virginia that we were going to fight for real opportunity,” said Governor Morrisey. “Not just for some families. Not just for those with means. But for every child in every zip code.”
The Governor has consistently supported universal eligibility, arguing that drawing geographic or income-based lines creates barriers and sends the wrong message to families. Universal access ensures fairness, promotes transparency, and allows education funding to follow the student rather than being tied to a system.
The HOPE Scholarship is grounded in the belief that parents know their children best. Every child learns differently. Some thrive in traditional public schools, while others benefit from specialized instruction, smaller classrooms, career-focused programs, faith-based education, or innovative learning environments. The program empowers families to select the setting that meets their child’s unique needs.
