House Judiciary Advances Five Bills, Sends One to House Floor

CHARLESTON, W.Va. — The House Judiciary Committee moved a series of bills forward Friday, advancing four measures to markup and passage while sending another directly to the House floor.
House Bill 4415, which clarifies that state law‑enforcement officers may arrest individuals attempting to smuggle contraband into federal facilities, was reported to the full House. The committee also advanced House Bills 4036, 4138, 4366, and 4477 to markup. Those proposals include increasing penalties for unlawful use of handicap parking spaces, requiring individuals convicted of sexual extortion to register as sex offenders, recognizing military protection orders as evidence for emergency protective orders, and granting the Attorney General prosecutorial authority in cases involving corruption, election fraud, or similar misconduct.
All five bills now continue through the legislative process as the 2026 session progresses.
