CHARLESTON, W.Va. — Gov. Patrick Morrisey on Friday announced more than $11 million in new Rural Health Transformation Program funding aimed at expanding virtual care and deploying mobile health clinics to underserved communities across West Virginia.
The investment is part of more than $145 million in RHTP funding opportunities announced to date. State officials say the latest round will help strengthen telehealth services, broaden mobile clinic operations, and improve access to care for residents who face digital or geographic barriers.
“Improving West Virginia’s health means making it easier for people to access quality care before small health problems become bigger ones,” Morrisey said. “These investments will help providers reach more patients, improve health outcomes, and connect more West Virginians with the care they need to live healthier lives and return to the workforce.”
About $2.4 million will support clinics in establishing or expanding online care options, including technology upgrades, staff training, and systems integration. Nearly $9 million will fund the deployment and operation of mobile health clinics that connect directly to larger medical centers and offer primary, specialty, mental health, and virtual services in rural neighborhoods.
The funding opportunities include three solicitations opening next week:
- Hub & Spoke Model (RHT‑AFA‑07‑07‑2026‑CCG) – Tuesday, July 21
- Equip Hub & Spoke Mobile Units (RHT‑AFA‑07‑08‑2026‑CCG) – Wednesday, July 22
- Bring Providers Online – Telehealth Upgrades (RHT‑AFA‑07‑09‑2026‑CCG) – Thursday, July 23
Health Secretary Dr. Arvin Singh said the combined efforts will help improve continuity of care, reduce avoidable emergency department visits, and expand preventive services.
“Virtual care works best when it strengthens, not replaces, the relationship between patients and their providers,” Singh said. “At the same time, bringing care directly into communities allows us to intervene earlier, shift toward prevention, and better meet patients where they are.”
Eligible organizations can access solicitation materials, eligibility requirements, and submission instructions through the state’s procurement and grants management system at wvOASIS.gov.
The funding is supported by the Centers for Medicare and Medicaid Services as part of a financial assistance award totaling $199,476,098.72. Officials note the contents do not necessarily represent the views of CMS, HHS, or the U.S. government.
