Supreme Court Welcomes Justices Flanigan and Kirkpatrick Following Election Certification

CHARLESTON, W.Va. — The Supreme Court of Appeals of West Virginia has officially welcomed two newly elected justices, James W. “Bill” Flanigan and H.L. Kirkpatrick, who took their oaths of office this week after certification of the May 2026 election results.

Justice Flanigan was sworn in Thursday afternoon by Justice Charles S. Trump IV. Justice Kirkpatrick took his oath Friday morning in a ceremony administered by Chief Justice C. Haley Bunn.

“I’m truly grateful for this opportunity to serve the people of West Virginia and am thrilled to begin working with my colleagues on the Court,” Flanigan said.

Kirkpatrick echoed that sentiment, saying he is honored to join the state’s highest court and eager to begin his work on behalf of West Virginians.

Flanigan was elected to the unexpired term previously held by Justice Elizabeth D. “Beth” Walker, who retired last year. His term runs through the end of 2028. Kirkpatrick fills the unexpired term of Justice Tim Armstead, who died in August 2025; that term extends through 2032.

Chief Justice Bunn said both new justices bring significant experience to the bench.

“They both bring a wealth of knowledge and experience through their legal careers and public service,” Bunn said. “Justice Flanigan’s experience as a legislator and Justice Kirkpatrick’s many years as a circuit court judge will be invaluable as we work collaboratively to uphold the Rule of Law in our state.”

Both justices were sworn in during private ceremonies to allow them to begin their official duties immediately. Public investiture ceremonies will be scheduled in the coming weeks.
