CHARLESTON, W.Va. — The West Virginia Division of Motor Vehicles is rolling out a new digital system that will allow Commercial Driver’s License applicants to receive their CDL test cards electronically. The change takes effect Wednesday, December 17, 2025.
DMV Commissioner Everett Frazier said the update is part of an ongoing effort to make DMV services more efficient and user‑friendly. Applicants will now complete their CDL application online, while their medical provider submits the required Medical Examiner’s Certificate electronically. After paying the CDL testing fee, applicants will receive their official e‑test card by email, typically within 24 hours.
Once the card arrives, applicants can visit any regional DMV office to take their knowledge test.
Jennifer Rutherford, Assistant Director of Driver Issuance and Commercial Driver Services, said the new system streamlines the process and is expected to be especially helpful for driving schools. Previously, applicants had to travel to the Kanawha City DMV office to obtain their test cards.
Officials say the digital system reduces administrative steps and helps drivers move more quickly toward earning their CDL and advancing their careers.
