WVDOH awards contract for William C. Brown Bridge deck overlay

CHARLESTON, WV – A project to put a concrete deck overlay on the William C. Brown Bridge off Interstate 64 near Beckley is among 26 construction projects awarded by the West Virginia Division of Highways (WVDOH) on Thursday, October 2, 2025. The projects were awarded from a bid letting held Tuesday, September 9, 2025.
 
The William C. Brown Bridge is located off the East Beckley Exit of I-64 and carries the US 19 connector over Piney Creek in Raleigh County.  The bridge has a total span length of 1,770 feet and was originally opened to traffic in 1988. The bridge carries approximately 9,400 vehicles per day.
 
Catts Construction Inc. was awarded a contract for $13,594,910.81 to install a concrete deck overlay, replace expansion joints, make concrete repairs on the north bridge abutment, and paint the steel superstructure.
 
“This is a relatively large bridge in our state’s bridge inventory and would be very expensive to replace if left to deteriorate,” said WVDOH State Bridge Engineer Tracy Brown, P.E. “The work being performed under this contract will allow us to protect the initial investment the taxpayers originally committed towards getting the bridge built in 1998, and will significantly extend its life expectancy.”

Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed, and awarded within a week of the bid letting, but the process can take longer.
 
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system. A letting is a scheduled opportunity for contractors to review.
